Ernie Martin

As an executive in the City’s Department of Community Services and as the Chair of the Honolulu City Council, I have the benefit of hands-on experience with many federal initiatives. My understanding of the budget process with the City as a recipient of federal funds has well prepared me to deal with various issues in Washington. I will work to improve and expand the reach of federal programs and policies that affect the following priorities:

I believe it is imperative that we increase congressional oversight of the Department of Veterans Affairs to ensure timely delivery of services to veterans through a more streamlined and efficient operation. As in other states, Hawaii’s veterans deserve timely access to health care as well as housing assistance and employment training.

The Department of Housing and Urban Development is in a serious state of uncertainty under the current administration. HUD funds more than 3,000 public-housing authorities along with the Section 8 rental-voucher program which serves more than 2 million families. Hawaii has benefited from these programs as well as various block grants in support of community development initiatives. With the growing affordable housing crisis in Hawaii, as in many major cities across the country, Congress needs to pay close attention to the effectiveness of this department and the role it could play in helping to mitigate this crisis.

The current administration has designated infrastructure investments as one of its highest priorities. It is imperative that Hawaii receives it fair share of these investments to improve its aging infrastructure. With a shortage of 25,000 affordable housing units, federal investments in infrastructure development and expansion, through transit-oriented communities, may accelerate our State’s efforts in addressing this critical need. Additionally, local residents cannot continue to be burdened with funding shortfalls associated with Honolulu’s rail transit project, we, through Congress, need to legislatively advocate for additional federal investments and funding flexibility.
